Presentation of the Inspectorate General for Personnel Regulations and the Analysis of PUBLIC SECTOR Labour Costs (Ispettorato Generale per gli Ordinamenti del Personale e l'Analisi dei Costi del Lavoro Pubblico - IGOP)

The Inspectorate General for Personnel Regulations and the Analysis of Public Sector Labour Costs (IGOP) is responsible of the analysis, monitoring and control of public sector labour costs. The functions of the Inspectorate are:

• dealing with matters that are under the jurisdiction of the State General Accounting Department in legislative, regulatory and contractual proceedings relating to legislation, staffing and remuneration issues concerning civil servants, including international status ones;
• forecasting public sector labour costs for the definition of public finance scenarios;
• defining wage and work contracts policies both at the Coordinating Body level and at the level of sectoral committees (the latter for Central Government administrations only);
• participating as a negotiating party to the wage bargaining process for the personnel employed under Public Law (Army, Police, diplomatic and prefectural personnel);
• controlling the economic and financial soundness of national and institution level (contrattazione integrativa) wage bargaining (in the latter case the Inspectorate carries out an ex-ante control limited to central government administrations and non-economic bodies that have more than 200 employees) and monitoring of the enforcement trends and financial implications of both national and institution level wage bargaining;
• monitoring of public sector personnel expenditure as set forth by Title V of Legislative Decree n. 165/2001, through the collection and analysis of quarterly and annual data;
• participation in the National Statistical System (Sistema Statistico Nazionale - SISTAN) and exchange of statistical information with the National Institute of Statistics (ISTAT).
