Social expenditure

The State General Accounting Department (Ragioneria Generale dello Stato), among its assignments, is responsible for the evaluation, forecasting, monitoring and control of social expenditure (pensions, assistance, healthcare, social shock absorbers, employment incentives) and carries out this intensive activity through a specific Inspectorate (the Inspectorate General for Social Expenditure - IGESPES). Its duties include:

  • pre-legislative activity, in every phase of the proceedings;
  • social expenditure monitoring, using monthly and quarterly analytical data collection and processing models;
  • social expenditure trends forecasting through analytical short-term (in order to draw up the Public Administration budget for the different public finance documents) and long-term forecasting models. These models are used in various international organizations and meetings, such as: the European Union (Economic Policy Committee - Working Group on Ageing, EPC-WGA), OCSE (elaboration of Italian reports, etc.) and the International Monetary Fund (elaboration of questionnaires for the annual missions, etc.);
  • coordination of the Board for the review of Regional eligibility requirements for increased healthcare expenditure funding according to the Government-Regions Agreement of August 8, 2001;
  • supervision on the resolutions on contributions and benefits that are issued by privatized social security institutions;
  • review of the Technical reports that concern the evaluation of the financial impact of the reclassification and the introduction of new pharmaceutical products;
  • statistical information exchange with the National Institute of Statistics (ISTAT), as established by the Agreement signed by the State General Accounting Department and ISTAT.
