New health expenditure monitoring system

The State General Accounting Department published six decrees, adopted to implement article 50 of law decree No.269 of September 30, 2003, turned, with amendments, into law No. 326 of November 24, 2003 by the Ministry of Economy and Finance and by the Ministry of Health to introduce a new expenditure monitoring system in the healthcare sector and to guarantee health care prescription suitability. The new system introduces the Healthcare Card and the New Prescription (see MEF communiqué of 07.02.2004).

This system, that envisages the State General Accounting Department as being in charge of the entire project, Sogei as the technological partner and the Revenue Agency in charge of the operational control, is aimed at checking and governing the public expenditure incurred for drugs and specialized services and enhancing checks and controls over the right to exemptions.
