The classification of the Budget of State 2010 for Missions and Programs

To improve the quality and the efficiency of the public expense there are necessary conditions for a greater transparency of the public accounts and a wider knowledge - from the citizens, Government and Parliament - of how are used the resources of the State. A meaningful step in this direction has been made with the reform of the system of classification of the budget of the State (articulated on two levels of aggregation - Missions and Programs), realized with the aim to guarantee a more direct tie between "allocated resources and pursued actions" by the Government.

The new classification, started on enforced legislation since the budget session for 2008 by MEF Circular message n.21/2007, therefore is consolidated in the law of accounting and public finance recently approved by the Parliament (law n. 196 of December 31st 2009).

According to the art. 21 of the law of reform of the accounting, the Missions represent the "main functions and the strategic objectives persecuted with the expense" by every Ministry, while the Programs are defined like "aggregates directed to the achievement of the objectives defined in the framer of the Missions" and constitute, in the system of the new law, the unity parliamentarian vote.

Like also recalled in Circular RGS n. 21/2009, the new structure of the Budget allows progressive improvements caused both by normative and organizational variations and by a more punctual appraisal and knowledge of the activities carried out by the single administrations. Regarding the previous publication the Programs had some modifications in the number and the denomination as a result of the subdivision of the Ministry of the welfare, health and social policies in two ministries (law n. 172 of November 13th 2009) and the reorganization of the Ministry of the Environment and protection of the territory and the sea. As a result of this fact some programs are suppressed, other merged or integrated in programs of the new organizational structures.

The Programs for year 2010, also with the above mentioned updates, are characterized in number of 162 and, in almost the totality, they are specific of each Administration. Regarding the previous publication of the d.l.b. 2010 there are 3 new programs, that can be recognised by the asterisk placed beside the code, and 3 suppressed programs, indicated in the notes for each Mission and Administration.

Moreover for 1 program of the Ministry of the economic Development the denomination has been modified, in order to adapt it to the new competences of the Administration characterized in the reorganization decree. In parallel with the modifications on the Programs they carried on the punctual review of the below Activities, marked by a double asterisk, that characterize the contribution of the single Administrations to the attainment of their own purposes.

The reclassification of budget is aimed, therefore, to favour a greater clarity in the budget decisions and a more aware debate on the effective priorities and necessities, to afford more flexible and oriented to the results management of the public budget; to offer to the Administrations the opportunity to rethink their own organization, to gradually renew structures, responsibilities and system of incentives.
