Information System on the Operations of Government Bodies

SIOPE (Information system on the operations of Government bodies - Sistema informativo sulle operazioni degli enti pubblici) is a system for the online collection of information on the cash transactions, payments and collections, made by every Public Administration treasurer and is the result of a collaboration between the State General Accounting Department (Ragioneria Generale dello Stato), the Bank of Italy (Banca d'Italia) and the National Institute of Statistics (Istituto Nazionale di Statistica - ISTAT), in implementation of Article 28 of Law n. 289/2002.

The SIOPE system aims to fulfill the following requirements:

1) improve the level of information on public accounts with respect to the current quarterly cash flow data reports by collecting more data and making it more timely and detailed.

2) overcome, with the introduction of a common coding system for the different types of public bodies, the differences that exist between the accounting systems that are currently used by the public administrations, without interfering with the structure of their budgets.

The full implementation of SIOPE will have relevant effects on the production of Public Accounts because it will allow the real-time collection of the data on the financial requirements of public administrations and of the information that is necessary to produce the quarterly national accounting statistics that are used to monitor the status of implementation of EU legislation (Excessive Deficits Procedure and Stability and Growth Pact commitments) in a more timely manner.

Launched in 2003, SIOPE is currently in the most advanced test phase that focuses on the payments of the State Budget.

The launch of a pilot trial is scheduled for 2005 and, in the year 2006, SIOPE will become operational for the Regions, Local Authorities and Universities.

The knowledge base that will be collected through SIOPE will also be made available to the organizations that are monitored by the system to help them simplify the procedures for the formulation of their budget policies and improve their management monitoring functions. At this regard, the Decrees of the Ministry of Economy and Finance of February 18, 2005 (published in the Ordinary Supplement n. 33 of the Official Gazette n. 57 of March 10, 2005: Regions, Local Authorities and Universities) state that the organizations that are part of the SIOPE system will have access to the information that pertains to their organization and will also be able to access the information that concerns other organizations.

In consideration of the relevant role played by the banking system, which manages the majority of the treasury or cashier services on behalf of public bodies, a specific agreement (signed on March 1st, 2003) entrusted the Bank of Italy (Banca d'Italia) with the responsibility of developing and managing the SIOPE information system.
