STRUCTURE

Starting from the home page, the site pages are organized graphically, according to areas, as follows:

1. The site header, with the RGS logo at the top left, which can always be clicked on to go back to the home page from all site pages, and the Ministry of Economy and Finance (MEF) logo at the top right to enter the MEF portal.

2. A top navigation bar featuring the following:

ITALIAN VERSION - returns to the corresponding Italian version of the RGS website;

CONTACTS - dedicated to the website editors and contacts for sending suggestions, reporting problems and asking for information;

LINKS - provides a broad selection of web links, focusing in particular on the institutional and professional world connected to the various activities of the State General Accounting Department;

SEARCH THE SITE - the search engine function which allows you to search the published documents according to chronological or subject criteria;

SITE MAP - offers an immediate overview of the various areas comprising the site and the links between them using a tree structure. All the headings in this section can be clicked on;

3. A middle section dedicated to:

  • the most recent 3 items of information (grouped under "Highlights") related to news, announcements, events and the most important documents produced by RGS in order to offer a broad public immediate visibility of the most recent, interesting news;
  • an "archive" containing the news stories published in the "Highlights" area;

4. A series of boxes on the left side containing macro areas such as:

STATE GENERAL ACCOUNTING DEPARTMENT - integrates and expands the previous "About Us" including "structures and functions", the figure of the State Accountant General and the organization chart. The area also contains all reference regulations and a historical profile of the State General Accounting Department and the State Accountant Generals from department's establishment to date.

BUDGET IN BRIEF - document intended for the general public, drafted on an annual basis by the State General Accounting Department, which summarizes the main guidelines and outcomes of public finance policy;

CASHFLOW - monthly report on the cash balance (requirements/cash in hand) of the state sector;

PUBLIC FINANCE - this is the section which has undergone the greatest changes during reorganization of the site's structure and content. The area now contains the complete cycle of public finance documents, introduced by presentations geared towards the general public where possible: from the "Combined Report on the Economy and Public Finance" to the "Annual Budget Session" "General Report on the Country's Economic Situation", "General Statement of State Accounts", "Balancing the Budget", "Quarterly Cash Reports", "EFPD", "Stability Program", "Forecast Programmatic Report", "Budget Law", "Annual Forecast Budget" and "State Budget";

INSTITUTIONAL ACTIVITIES - these are the activities performed by the State General Accounting Department in relation to management of public finance: from planning of expenditure to checking of actual expenditure. They include: "Budget Management", "State Treasury", "Public Sector Auditing", "Social Expenditure", "Regulation and Costs of Public Works", "EU Financial Reports" and "Financial Transfers entered in the Budget";

4 . A series of boxes on the right side containing macro areas such as:

RGS COMMUNICATES - reserved to information including international reports, twinnings and the most recently published documents.

e-GOVERNMENT - the area which brings together computer processes dedicated to the public administration such as: IT expense items, Operating codes, Payments authorized by Pas, Data Warehouse and Management Systems, Learning Organization, Passive Cycle.

5 . A series of boxes on the right side containing mini sites such as:

RGS EUROPE - deals with activities related to the State General Accounting Department's activities concerning Italy's participation in the EU;

COST ACCOUNTING - this section of the site lists the standards, rules and methodology for cost accounting - analytical and equity-based - and internal management control of public administrations;

SICOGE - the Financial Accounting Management System created by RGS-Inspectorate General for Automation of Government Accounting Procedures, to allow the public administrations to manage their own financial accounting (information flows related to budgets, appropriations and expenditure documents);

SIOPE - the information system regarding the operations of public bodies, managed by the Inspectorate General for Public Administration Finance, used to record via computer the receipts and payments made by the treasurers of all public administrations. It is the result of a working partnership involving the State General Accounting Department, the Bank of Italy, and ISTAT, in order to implement Article 28 of Law No. 289/2002;

SICO - the Public Administration Personnel Analysis System, used by the Inspectorate General for Personnel Regulations and Analysis of Public Sector Labor Costs to support the information requirements of public administrations with regard to recording public sector employment data.

NATIONAL STABILITY PACT - dedicated to the regulations and reports adopted by the public administrations concerned to send information to RGS regarding planned and cash budgets related to the National Stability Pact.

LIBRARY - all the information regarding opening times and methods for consulting books located in the RGS Luca Pacioli library. Online catalogues can be consulted in this area;

6 . Moreover, the following sections can be accessed directly from the bottom bar:

GLOSSARY - contains explanations related to the terminology most frequently used in relation to public finance and accounting;

LINKS - direct links to the main state institutions such as: Presidency of the Republic, Senate of the Republic, Chamber of Deputies, Italian Audit Office.
