Central Budget Offices (Uffici Centrali del Bilancio)
The 14 Central Budget Offices (Uffici Centrali di Bilancio - UCB) are detached offices of the State General Accounting Department (Ragioneria Generale dello Stato), (or "Central Accounts Offices attached to the Ministries” - “Ragionerie Centrali presso i Ministeri”), that are located in the main Ministries and are responsible for bookkeeping and accounting and for the recording of the expenditure commitments of the Ministries and also for the estimate of the costs associated with institutional functions and services, programs and projects of the Ministries in order to draw up the draft budget.
Therefore, the Central Budget Offices (Uffici Centrali di Bilancio - UCB) represent the essential connection between the State General Accounting Department and the central Government system, to which they provide support and supervision, also facilitating the coordination of activities, to ensure a sound financial management and the implementation of budget lines. Law 246 of 2002, moreover, enhanced the duties of the Department in the area of expenditure monitoring and deadline management.
