Towards the learning organization

Toward the learning organization: a new training culture in the State General Accounting Department (Ragioneria Generale dello Stato - RGS)

Over the last years, in order to ensure an effective and efficient training system, in line with the proliferation of new technologies and with the guidelines set forth by the Frattini directive of 2001 and by the directive on "E-learning training projects in the Public Administrations" of 2004, the State General Accounting Department (Ragioneria Generale dello Stato - RGS) has implemented a series of innovative projects and today is using state of the art tools and methods for training planning and management and for human resources competencies management. The projects in the field of e-learning not only have provided the opportunity to exploit the potential of the network to supplement traditional training methods and use innovative teaching and learning methods but have especially provided the opportunity to lay the foundations for a new learning culture based on the notion of "learning organization".

The goal of the State General Accounting Department (Ragioneria Generale dello Stato - RGS) is to become an organization that supports the continuous creation, acquisition and transfer of knowledge and that is capable of learning and of rapidly translating learning into organizational improvements.

A structure:

- where learning and the continuous exchange of skills and competencies is facilitated through the creation of cross-organizational work-groups

- where the acquisition of new knowledge and organizational change, through the innovation of processes and strategies, are able to move at the same pace in a continuous evolution

- that is able to anticipate and react effectively to change.

The strong points of the training system that is currently being used in the State General Accounting Department (Ragioneria Generale dello Stato - RGS) are:

· Competencies analysis, which allows:

- to assess competencies, both employees' actual competencies and the "desired/ideal" competencies that are deemed necessary to work in each structure of the department

- to design an effective training planning system

- to tailor training to the specific needs of the individual employee

- in general, to move to an advanced human resources management system.

· The use of CampusRGS, the platform for the State General Accounting Department's integrated training management, a completely Web-based architecture accessible from the departmental Intranet.

CampusRGS is the core of the e-learning system that has enabled the State General Accounting Department to:

- achieve the "democratization" of training by enabling all employees to access training regardless of their physical location and functional area

- connect people who are in different physical locations and allow real-time interaction between teachers and learners

- allow the development of role identity and of the sense of belonging

- further the enhancement and the dissemination of knowledge

- achieve cost reductions.
