Draft Budgetary Plan - 2024

Intro

The Draft Budgetary Plan (DBB) was established by Regulation (EU) No 473/2013 which introduced a new monitoring and assessment cycle of the budget policies of the Countries in the euro area.

Article 6 of the Regulation states that, by 15 October of each year, the Member States shall transmit to the European Commission and the Eurogroup a draft of the DBP for the following year which shall comprise a series of tables that show:

  • macroeconomic forecasts highlighting the contribution of the various factors to growth, the evolution of prices, the labour market and the performance of foreign accounts;
  • the budget balance target for the public administrations, broken down by subsector;
  • projections of the main revenue and expenditure items of the public administrations in the absence of policy variations;
  • revenue and expenditure targets for the main components of the income statement of the public administrations;
  • description and quantification of the measures included in the budget package;
  • the public debt level and information about the factors causing its growth;
  • information about the spending of the public administrations in the areas of education, health and active employment policies.

Attached to the DBP is a methodological description of the criteria used to formulate the forecasts.

The Draft Budgetary plan (DBP) has been transmitted to the European Commission, the Eurogroup and the Parliament. The Document contains the macroeconomic assessment and the priority actions of the Government, the updating on the progress of the National Reform Program – especially as concerns the level of response to the specific recommendations of the European Commission - and the fiscal package for 2024 by type of intervention and its financial impact (as a percentage of GDP).
