Functions and Offices that cooperate directly with the State Accountant General

Coordination of the activities carried out by the Office of the State Accountant General

Office of coordination and secretariat of the State General Accountant.

Coordination of the complex secretarial tasks of the State General Accountant. Treatment of confidential business on behalf of the State General Accountant. Coordination of relations with the offices of direct collaboration of the Minister, Deputy Ministers and Undersecretaries, in relation to the tasks of the Department of General State Accounting. Coordination and monitoring of projects relating to the competence of several Inspectorates or general management offices.

 

Office for the coordination of administrative support activities to the office of the State General Accountant.

Coordination of the administrative activity between the various Inspectorates of the Department. Relations with other public administration bodies in relation to the duties of the State General Accounting Department. Support to the pre-legislative activity carried out during the parliamentary procedure. Coordination and monitoring of document flows between the structures of general management of the Department of General Accounting of the State. Coordination and monitoring of departmental protocol and document management projects and systems in collaboration with the General Inspectorate for Information Technology and Technological Innovation.

 

Departmental Management Control Office.

Department planning, control and cost analysis. Monitoring of the efficiency, effectiveness and economy of the administrative action, also by measuring the times and resources used and the quality of the results obtained. Definition and maintenance of the process map. Activities concerning elaboration of the planning and final accounting documents of the Ministry and of the documents relating to the performance cycle. Coordination of departmental activities and studies on the application of national accounting principles with reference to the SEC system of national accounts.

 

Office for the coordination of relations with the Department of General Administration, Personnel and Services.

Coordination of the activities of defining the needs of the Department in the field of human resources. Support activities in relation to the recruitment procedures of interest to the Department and to initiatives in the field of professional development and organisational well-being. Coordination of activities aimed at identifying the objectives and programs of the Department. Coordination and implementation of the activities relating to the management evaluation procedure; preliminary activities relating to the determination of the objectives and identification of the results achieved. Collaboration, as far as it is concerned, with the Department of General Administration, Personnel and Services, for the definition and management of the personnel assessment procedure. Monitoring, through data analysis, of activities carried out and performance achieved by managers and by their structures and the development of analytical and informative reporting systems to support the State General Accountant. Coordination of activities and preparation of measures relating to organisational and managerial changes of the Department. It ensures, in conjunction with the Department of General Administration, Personnel and Services, the coordination of departmental activities regarding the management of human and instrumental resources and, in particular, in the following areas: the coordination of activities relating to the assignment of managerial tasks; the conferral of managerial positions for the territorial State Accounting Centres, in conjunction with the Central Service for the accounting system; preliminary activities relating to general managerial positions; support activities to the administrative procedures preparatory to the assignment of consultancy and coordinated collaboration assignments to subjects outside the Ministry and stipulation, within the limits of the resources assigned, of the contracts and related approval decrees for the purposes of the subsequent administrative-accounting management; intra-departmental mobility of staff employed in the offices of the Department, including the offices of the territorial State Accounting Offices. Support activities for the State General Accountant in relation to management IT tools concerning personnel. Support activities to the State General Accountant for the purpose of the proposal to be formulated to the Department of general administration, personnel and services on the mobility of personnel outside the Department. Monitoring of service levels for administrative activities in matters of competence. Collaboration with the Department of General Administration, Personnel and Services, in trade union negotiations in matters of interest to the Department. Collaboration, as far as it is concerned, with the Department of General Administration, Personnel and Services for the implementation of agile work at the departmental level.

 

Departmental General Affairs Office.

Analysis and coordination of logistical needs and operational proposals regarding the use of departmental spaces, in conjunction with the Department of general administration, personnel and services. Planning and organisation of institutional meetings and national and international events, also in collaboration with the other offices of the Department. Management of the Multifunctional Hub, of the didactic classrooms and of the meeting rooms of the Department and definition of the related needs for IT and multimedia systems and tools. Coordination of human and instrumental resources responsible for the management and technical and organisational assistance of the Department's events. Coordination of institutional communication in matters falling within the competence of the Department and Management, of the Departmental Library, in conjunction with the Department of General Administration, Personnel and Services. Coordination of departmental activities aimed at preventing corruption and transparency and monitoring of the related obligations. Survey of the training needs of the Department, for the purpose of liaising with the Department of general administration, personnel and services, for the preparation of the annual training plan. Organisation and management of specialist information/training activities, including non-postponable ones, concerning operational aspects of institutional activities. Definition of the needs for the management and technological development of the CampusRgs platform and coordination of the designated human and instrumental resources. Management of the database for the training of Department personnel. Monitoring of the training activity provided.

 

Office for legal support and legal advice in matters of departmental competence.

Legal and judicial advice to the State General Accountant also through the preparation of studies, defence briefs, opinions and research for the purpose of resolving legal and interpretative issues relating to the Department. Departmental litigation analysis and monitoring. Legal and juridical support to the Inspectorates. Legal advice and support in the Department's tender procedures. Consultancy, legal support and coordination in proceedings regarding access to the administrative documentation pursuant to law 7 August 1990, no. 241 and of Italian Legislative Decree 14 March 2013, no. 33. Coordination of relations with the Department of General Administration, Personnel and Services and with the other Departments in the matters of competence.

Directly reporting to the State Accountant General are assigned no. 10 non-general managerial level positions of study and research consultancy, intended for the purposes referred to in article 1, paragraph 348, of the Law of 30 December 2018, no. 145, as well as no. 5 non-general managerial level positions of study and research consultancy, intended for the purposes referred to in article 6, paragraph 2, of the decree-law 31 May 2021, no. 77.
